Division of Sanitation Facilities Construction
Winslow Indian Health Care Center is dedicated to providing homes and communities with essential water supply, sewage disposal, and solid waste disposal facilities and is working in partnership with the Navajo Area Indian Health Services (NAIHS). The Navajo Area IHS is one of 12 regional administrative units of the Indian Health Service (IHS), in the US Department of Health and Human Services. NAIHS provides inpatient, emergency, outpatient, public health, and other services. The Division of Sanitation Facilities Construction (SFC) Program is responsible for the delivery of environmental engineering services and sanitation facilities to American Indians and Alaska Natives. The SFC Program accomplishes its responsibilities through the allocation of available resources to the twelve Indian Health Service (IHS) Area Offices.
NAIHS also has P.L. 93-638 contracts and compacts with Tribal health corporations authorized by the Navajo Nation, including Fort Defiance Indian Hospital/Tsehootsooi Medical Center, Winslow Indian Health Care Center, Inc., Tuba City Regional Health Care Corporation, Sage Memorial Hospital, and Utah Navajo Health System, Inc., to provide health care services in the respective regions of the Navajo Nation served by the 638 corporations. We are appreciative of the partnership with NAIHS and it has provided several onsite programs available here on campus.

- Technical assistance and engineering expertise.
- Homeowner operation & maintenance training, motivation, & education.
- Design, engineering, and construction of sanitation facilities including: Water mainlines, house service lines, Community sewage lagoon, Septic tanks, drainfields, Plumbing facilities and Cistern tank systems (for medical referrals only) *

Allocation of Public Law 86-121 Funds
The funding for sanitation facilities construction varies from year to year, depending on the amount of funding the U.S. Congress allocated to the Indian Health Service (IHS). Other contributions are sought from various agencies such as the Navajo Nation through community development block grants or capital improvement program; HUD grants through the Navajo Housing Authority, Bureau of Indian Affairs and the Office of Navajo-Hopi Relocation Commission.
Construction of Public Law 86-121 facilities
The agreement between the Navajo Nation and the IHS to construct sanitation facilities is the Memorandum of Agreement (MOA). The enterprise of the Navajo Nation that is responsible for these construction activities is the Navajo Engineering Construction Authority (NECA). Other construction services not provided by NECA are contracted out to subcontractors.
Operation & Maintenance of Facilities
The organization responsible for the operation and maintenance (O&M) of community sanitation facilities constructed by the IHS within the Winslow Service Unit is usually the Navajo Tribal Utility Authority (NTUA). The homeowner accepts the O&M for individual systems, such as septic tanks and drainfields. All facilities constructed by IHS are provided with a 12-month warranty period.

A service request for water and wastewater facilities for domestic use is done by application. DSFC will work within established guidelines and make every attempt to serve homeowners with individual and community sanitation facilities. Use the PDF application to obtain the application.
